Welcome

​Te Onewa Consultants offers specialist expertise and experience in the areas of heritage and environment.

It is a collaboration of the professional backgrounds of husband and wife team, Antoine and Shirley-Marie Coffin.

​Antoine is an expert in resource management, heritage planning, research and community engagement. He has worked for regional, local government and corporate organisations, academic institutions and held a number of community, iwi and international positions on boards.

He was awarded the prestigious NZ Planning Institutes 'Nancy Northcroft Planning Practice Award' and currently works as a qualified Māori Commissioner on local government hearings for plan changes around the country.

Antoine has worked for Heritage NZ, Auckland Regional Council, Auckland War Memorial Museum and Boffa Miskell. Te Onewa Consultants allows Antoine to work on projects that he feels passionate about and challenging. 

He is proud to be of Ngaiterangi, Ngāti Ranginui, and Raukawa descent of Tauranga Moana, as well as a descendant of French and American settlers. 

Shirley-Marie Coffin

After completing a degree from Victoria University in Wellington. Shirley-Marie went on to work at the Museum of NZ (now Te Papa) as an education assistant, curator and project manager, Te Aho ā Maui Capital Discovery Place as an Education Assistant, she worked in Parliament for a couple of years in select committees as an Assistant Parliamentary Officer, then The Science Centre and Manawatu Museum now 'Te Manawa' as Curator of Taonga Māori.

She returned home to Rotorua for a short period and became the first female General Manager of Te Arawa Māori Trust Board before moving to Auckland to work at AUT as an Executive Assistant to the then Deputy Vice Chancellor of Māori Advancement Sir Toby Curtis.

More recently she has worked for Heritage NZ as a Māori Heritage Advisor and contracted consultant. She is a qualified international Transformative Coach who works the consultancy around her whānau and community committments.

Shirley-Marie is staunchly proud to be from Te Arawa, Raukawa and French ancestry.

Hearings Commissioner – Antoine is available for independent Māori commissioner and chair services to local authorities in New Zealand. He specialises in plan changes and resource consents that involve cultural matters, wastewater, freshwater management and heritage.

Expert witness – This service includes expert witness evidence and submissions in statutory decision-making processes under the Local Government Act 1992, Resource Management Act 1991, Te Ture Whenua Maori Act 1993, Heritage New Zealand Pouhere Taonga Act 2014 and Marine and Coastal Area (Takutai Moana) Act 2011.
